“Are you in favour of the Comox Valley Regional District Board adopting Bylaw No. 923 to create a new Baynes Sound Parks and Trails Service for the acquisition, development, operation, and maintenance of community parks, trails, and associated facilities within the Service Area?”

- Live or own property in the Baynes Sound portion of Electoral Area A.
- Meet the voter eligibility requirements for the general local election.
Background
The proposed Baynes Sound Parks and Trails Service would create a new service for community parks and trails in the Baynes Sound portion of Electoral Area A.
The proposal follows a service review of the Baynes Sound, Electoral Areas B and C Parks and Greenways Service. In December 2025, the Electoral Area A director began a formal process to explore concerns about service inequity and related issues.
With support from a facilitator, service representatives met over several months to discuss these concerns and find a resolution. In June 2026, participants agreed to a framework with the following elements:
- Electoral Area A would create its own service for parks and trails priorities in the Baynes Sound portion of the electoral area.
- Electoral Area A would leave the existing service without initiating a statutory service withdrawal.
- Electoral Area A will pay mitigation to partly offset the projected cost impact on Electoral Areas B and C.
The proposed mitigation would be:
- Year 1: $82,666
- Year 2: $68,888
- Year 3: $55,110
- Year 4: $41,333
- Year 5: $27,555
- Year 6: $13,778
- Year 7 and each year after: $0
