Assent voting question
“Are you in favour of the Comox Valley Regional District Board adopting Bylaw No. 923 to create a new Baynes Sound Parks and Trails Service for the acquisition, development, operation, and maintenance of community parks, trails, and associated facilities within the Service Area?”
Voter eligibility
In order to participate in this assent vote, electors must reside or own property in the service area (Baynes Sound portion of Electoral Area A). As well as meet the voter eligibility requirements for the general local election.
Background
The proposed establishment of a new Baynes Sound Parks and Trails Service follows the implementation of the recent service review conducted for the Baynes Sound, Electoral Areas B and C Parks and Greenways and Service. In December of 2025, the statutory dispute resolution process was initiated by the director for Electoral Area A in response to concerns of service inequity and other related issues. With the support of a facilitator, the representatives of the Baynes Sound, Electoral Areas B and C Parks and Greenways and Service met over several months to explore these issues and seek resolution. In June, the process was concluded with a framework agreed to by all the participants which includes:
- Electoral Area A to pursue its own community parks and trails priorities through the creation of its own service for the Baynes Sound portion of the electoral area.
- Subject to above, Electoral Area A will exit the existing service without initiating a statutory service withdrawal.
- Electoral Area A will pay mitigation to partially offset, over a set year transition period, the projected cost impact on Electoral Areas B and C of Area A’s departure. These amounts are as follows: Year 1: $82,666; Year 2: $68,888; Year 3: $55,110; Year 4: $41,333; Year 5: $27,555; Year 6: $13,778; Year 7 and each subsequent year: $0.
