The Comox Valley Regional District (CVRD) has established rules and regulations to control pets and other animals within the regional district for the enjoyment and protection of the general population. 

Until December 31, 2024 the Comox Valley branch of the BCSPCA is contracted to provide the pound facility; enforcement of the animal control policies has been contracted to the Commissionaires: Victoria, the Islands and Yukon.

As of January 1, 2025 the SPCA will no longer be selling dog licences, holding dangerous dogs awaiting court dates, or accepting stray animals that are listed under local government bylaws. All stray dogs will be brought to the Unleashed Dog Boutique, 1970 Anderton Road, as SPCA will not be accepting them. The SPCA will continue to accept resident animal surrenders and continue their work in keeping animals safe through animal cruelty seizures.

CVRD Bylaw No. 100 provides for dog control in Electoral Areas B and C and the Vancouver Island portion of Electoral Area A. Denman and Hornby Island residents don’t pay into this service and aren’t covered by this bylaw; their dog control is handled by the RCMP.
