Bringing critical wastewater management services to Royston and Union Bay
The proposed Sewer Extension South Project envisions moving wastewater from homes and businesses in Royston, Kimarnock, Union Bay, and the K’ómoks First Nation Southlands through a new regional sewer pipe.
Following the loss of Union Bay Estates as a key funding partner, the CVRD has attempted to secure additional grant funding to allow for the first phase of the project to proceed as originally envisioned. However, those efforts have been unsuccessful to date. The remaining partners, the CVRD and K’ómoks First Nation, are working together to identify alternative, cost-effective phasing options for Area A communities and the K’ómoks Southlands, supported by a $30M grant through the provincial Critical Community Infrastructure Fund.
Archaeological Study
From mid-September through October, the CVRD will conduct a preliminary archaeological impact assessment in the communities of Royston and Kilmarnock. This assessment is an important part of understanding the extent of cultural heritage in these communities and will help identify areas where mitigation is needed and will inform design and construction requirements, as well as cost estimates, for the project. Archaeological work will not take place in Union Bay as part of this planning phase.
Neighbourhood Impacts
- Crews will be on site at various locations throughout Royston and Kilmarnock, Monday to Friday, from 8:00 am to 5:00 pm.
- No traffic detours are expected.
- Ground disturbance will happen mostly along road shoulders and boulevards.
- Equipment may take up a travel lane during work hours and single lane alternating traffic may be required around the equipment and workers.
- There may be temporary driveway blockages. This would be less than 8 hours in duration and residents will be given 48 hours’ notice.

Next Steps
Results of the assessment will be shared with the Electoral Areas Services Committee in 2027. This information will inform future project cost estimates, phasing and timing. The CVRD recognizes that any solution must be cost effective for all service participants and we will continue to seek government grants to offset project costs while this work proceeds. Another update will be provided in 2027 as more information becomes available.
Liquid Waste Management Plan
The CVRD has been working on a long-term plan for the Comox Valley Sewer System and is now completing Stage 3 of the plan. The plan addresses the current status of the Sewer Extension South Project at a high level. However, project planning will need to be revisited through a future LWMP update or amendment which will include opportunity for public input and review.
