Comox Valley Regional District moves toward zero carbon buildings with new Zero Carbon Step Code implementation

The Comox Valley Regional District (CVRD) is advancing climate action by rolling out Emission Level 3 (EL-3) of the Zero Carbon Step Code (ZCSC), scheduled to take effect on January 1, 2027. This new standard, part of the BC Building Code framework, aims to significantly reduce greenhouse gas emissions from new buildings by establishing clear, progressive carbon performance requirements that align with both provincial and regional climate targets.

The CVRD adopted a phased strategy for the ZCSC, introducing Emission Level 2 (EL-2) in June 2026 before moving to EL-3 in January. This phased approach gives builders, developers, and energy advisors time to adapt to the more rigorous EL-3 requirements. The implementation supports CleanBC’s Roadmap to 2030, which targets net-zero carbon emissions for all new buildings in British Columbia by 2030.

“The Zero Carbon Step Code represents an achievable pathway for reducing greenhouse gas emissions in our communities,” says John Crockford, Manager of Building Inspection Services. “By taking a phased approach, we’re ensuring that builders and residents can confidently transition to this new level of energy standards.”

About EL-3 level

EL-3 directs strong carbon performance and will apply to Part 3 and Part 9 of the BC Building Code. This will require builders to further reduce operational greenhouse gas emissions in new buildings by electrifying both space heating and hot water systems. This means that, starting January 2027, new construction projects must meet stronger carbon performance standards, moving away from fossil fuel-based systems toward high-efficiency electric alternatives. For builders, this will involve careful planning and collaboration with energy advisors to ensure that designs and mechanical systems are fully compliant.
