Planning for the Future of Saratoga Beach Community
The Comox Valley Regional District is preparing a Local Area Plan for Saratoga Beach and surrounding lands.
The plan will help guide future decisions about growth, housing, servicing, transportation, environmental protection, coastal resilience, climate adaptation, and community character in the Saratoga Beach area.
The project area includes Saratoga Beach and surrounding lands in the Comox Valley Regional District.
The CVRD Board gave third reading to the Saratoga Beach Local Area Plan bylaw on August 11, 2026, following the public hearing held on July 30, 2026. This means the Board has considered the public hearing record and advanced the bylaw to the final stage of the approval process.
The bylaw is expected to return to the Board for consideration of adoption on September 8, 2026.
For residents and property owners, there are no immediate changes to how properties may be used. The plan does not approve specific developments, require redevelopment, or guarantee infrastructure or servicing changes. Future proposals, bylaw changes, servicing decisions, permits, funding decisions, or projects would still need to follow the applicable CVRD review and approval processes.

Project timeline
- 2025: Project launch and early engagement
- 2026: Draft plan review, public hearing, and bylaw readings
- July 30, 2026: Public hearing held
- August 11, 2026: Bylaw received third reading
- September 8, 2026: Bylaw expected to return to the Board for consideration of adoption
