Improvements Being Reviewed

The Comox Valley Exhibition Grounds (CVEG) has been a mainstay in the community for decades. As a result of increased demand and changes to the way the land is used, the Comox Valley Regional District (CVRD) has been reviewing a Conceptual Design Plan (originally created in 2021) to assess how best to utilize and prioritize the land.

Background

In 2020, the CVRD worked with Urban Systems to develop a Conceptual Site Plan and Implementation Strategy for the CVEG. The goal was to assess potential impacts, issues, and opportunities for the long-term development of the property. The Plan was presented to the Recreation Commission in May 2021 for information only, as Agricultural Land Commission approval was required to move forward.

Conceptual Design Plan

The Conceptual Design Plan envisioned CVEG as a central community hub and regional events centre, while preserving its agricultural and natural heritage. Key priorities in the original plan included:

  • Improving site access, mobility, and parking;
  • Upgrading infrastructure; and
  • Addressing environmental considerations such as floodplain management and riparian protection.

Please note:  several factors have influenced the feasibility and priorities initially recommended in the original plan. These factors include:

  • Agricultural Land Commission (ALC) Approvals:
    • A temporary use permit was submitted in 2022 for all plan elements. However, only the perimeter walkway around Market Field has been approved to date.
    • In October 2024, the ALC indicated approval for the Spine Road and additional parking would be difficult to obtain, though repairs to the existing parking footprint are permitted.
  • Floodplain Considerations:
    • New floodplain mapping by the City of Courtenay shows most of the grounds are within the floodplain.
  • Event Changes:
    • Major events have declined with the discontinuation of Vancouver Island MusicFest and relocation of Jeepapalooza.
    • The grounds remain heavily booked for equestrian events.
  • Emerging Community Needs:
    • Covered pavilion for the Comox Valley Farmers’ Market.
    • Horse boarding is at capacity – highlighting a continued need for turn-out pens and pastures to support boarders.

While the Conceptual Site Plan offers valuable ideas, recent trends suggest the priority focus should be maintaining existing facilities and adding minor amenities to support current agricultural and equestrian uses. The following tables outline: 

  • Projects proposed for future years
  • Projects requiring further evaluation and investigation
  • Projects not recommended due to changed conditions
