Background
The CVRD, Village of Cumberland, City of Courtenay, and Comox Valley Cycling Coalition have identified a need to improve active transportation connections between Cumberland and Courtenay. The Active Transportation Network Plan (ATNP) (2021) highlights this through two separate projects, and the ATNP Implementation Strategy (2023) brings them together, along with sections in the Village of Cumberland, as a single, complete route between the two municipalities.
Currently, the shoulders of the Comox Valley Parkway and Cumberland Road are regularly used by commuter cyclists, but dedicated facilities will increase the safety of this connection and further encourage non-vehicular trips between the communities. The Courtenay side of Cumberland Road is also the boundary between Electoral Areas A and C, offering further connection to some residents in both electoral areas. CVRD staff will lead this project with support from municipal partners.
Next Steps
Staff are in the process of preparing concept designs for the Connector. The design will be broken into phases and staff will be applying for a BC Active Transportation grant to help fund one of the phases. The grant deadline is October 31, 2024 and it is anticipated that staff will learn if the phase has been funded by Spring 2025.
Timeline
The timeline for the construction of the Connector is unknown. Staff will be applying for grant funding as opportunities become available to continue advancing the project where and when possible.
