We are accepting applications for a permanent full-time Manager of Development Planning to join our team. Reporting to the General Manager of Planning and Development Services, the primary responsibilities of this role include:

  • Leading the delivery of current land use planning and development application services for the CVRD's electoral areas, ensuring compliance with legislation, bylaws and Board priorities.
  • Providing leadership, coaching and direction to a team of professional planning staff while fostering a collaborative, high-performing and customer-focused work environment.
  • Overseeing the review and processing of complex development applications, including Official Community Plan and zoning amendments, development permits, subdivision referrals and related planning matters.
  • Providing strategic planning advice and preparing reports and recommendations for senior leadership, the CVRD Board, committees and commissions.
  • Building and maintaining strong working relationships with developers, First Nations, community groups, government agencies and internal departments, to support effective planning outcomes.
  • Leading complex planning projects, policy development and continuous improvement initiatives while managing politically sensitive, high-profile and precedent-setting issues.
  • Contributing effectively to the implementation of the Planning and Development Services’ Branch Strategic Plan.

    Our ideal candidate is:

  • A collaborative and strategic leader with experience delivering exceptional public service in a local government environment.
  • A Registered Professional Planner with membership (or eligibility for membership) in the Planning Institute of BC and Canadian Institute of Planners with a master's degree in community planning or a related discipline.
  • A minimum of five years of supervisory experience in local government planning; experience in a unionized environment is considered an asset.
  • An accomplished planner with strong knowledge of land use planning, development approvals, local government legislation and current planning practices.
  • A skilled communicator who can build trusted relationships with elected officials, staff, developers, First Nations, government agencies and the public.
  • An effective decision-maker who exercises sound judgment when navigating complex, politically sensitive and competing priorities.
  • An experienced people leader who enjoys mentoring, coaching and developing staff while fostering an inclusive and engaged team culture.
  • A valid BC Class 5 driver’s license is required for this role. Successful candidates will be required to consent to a Canadian Criminal Record Check.

Annual salary range – $109,693 - $129,051.
