On September 12, 2023, the CVRD Board approved issuance of Temporary Use Permit for a Community Care Facility at 8090 and 8100 Forbidden Plateau Road.
Background
The Comox Valley Regional District (CVRD) has received a Temporary Use Permit (TUP) application for a Community Care Facility at 8090 and 8100 Forbidden Plateau Road. Currently, the subject property is approximately six hectares and has a resort, accessory building (garage with office) and a single detached dwelling. The property is zoned Tourist Commercial Two (TC-2).
The applicant proposes to use the existing resort as a mental health and addiction facility to treat clients with anxiety, depression, post-traumatic stress disorder, addiction, burnout and other stress related disorders. The average length of stay for a client is six weeks. The number of staff ranges from 20 to 25.
The proposed use is deemed as a “community care facility,” which is a facility that is licensed pursuant to the Community Care and Assisted Living Act. The TC-2 zone does not expressly permit a community care facility. As such, the applicant submitted a TUP application to enable this use for the maximum term of three years. If the permit were to be issued, the applicant would have the option to renew only once for another maximum three-year term. When the permit lapses, the applicant is required to return the site and uses to pre-application state.
