The purpose of this request for qualifications (“RFQ”) is to invite interested parties to submit Responses indicating their interest in the Project, and their qualifications for all aspects of the Project other than the construction of the Horizontal Directional Drilling (“HDD”) scope of the Project.
Based on these Responses, in accordance with the terms of this RFQ, the Comox Valley Regional District (the “CVRD”) intends to select a shortlist of up to three Proponents to participate in the next stage of the Competitive Selection Process, the Request for Proposals (“RFP”) stage. The Preferred Proponent will be selected from amongst the Proponents responding to the RFP.
Under the Competitive Selection Process, the CVRD is seeking to enter into a design-build agreement (the “Design-Build Agreement”) with a qualified design-builder to design and construct certain infrastructure, being the pump station replacement, pump station upgrades, trenchless sections of the forcemain and cut and cover forcemain within the regional district (the “Project”) as further described in Section 2.2, as a part of the larger Comox Valley Sewer Conveyance Project (the “CVSC Project”).
