• Municipal Top-Up Program - CleanBC Better Homes

  NOTICE: PROVINCIAL REBATE PROGRAM ENDING

  The CleanBC Better Homes and Home Renovation Rebate Program ended heat pump rebates for homes converting from natural gas, oil, wood or propane to an all-electric heat pump on April 11, 2025.

  • This includes rebates for heat pump hot water heaters, electrical service upgrades and Home Energy Improvement Bonus 

  There is a grace period to access for eligible homeowners caught mid-stream. For heat pump installations in oil, natural gas, oil or wood heated homes you need:

  • A quote or estimate dated on or before April 11, 2025 (must be included with your rebate application)
  • Work completed and an invoice dated on or before May 23, 2025
  • To submit your rebate application with the quote and invoice by: August 31, 2025. 

  The Municipal Top-Up program will also end on August 31, 2025. The Province is now focusing resources on the Energy Savings Program, which provides rebates for heat pumps, electric service upgrades and other energy saving measures (e.g. windows, doors, ventilation, insulation, etc.) for income-qualified applicants.

• Heat Pump Rebates (Wood Smoke Reduction Program)

  The Wood Smoke Reduction Program offers rebates to residents who replace their old residential wood heating appliance with an eligible heat pump. Rebates up to $2000 are available on a first-come, first-serve basis subject to completion and approval of an application.

  Multiple incentives are available for increasing your home energy efficiency. Significant changes include a 40 per cent increase to the incentives paid for improving insulation, and the addition of a $150 incentive for obtaining an EnerGuide Home Evaluation with a Qualified Energy Advisor.

  BC Hydro offers a separate program to help offset energy costs for low-income households and families.

Water Incentives

• Water Conservation Rebates

  The CVRD offers two rebates targeted at implementing measures to conserve water usage. A $300 rebate for the purchase of a qualifying smart irrigation controller. The installation of smart control, to an irrigation system, helps residents use water more efficiently. And a $200 rebate for the purchase of soil improvement materials (soil, mulch, compost). Lawns and gardens with high quality soil use water more efficiently thereby reducing water use.

• Water Leak Rebate

  Billing adjustment for homeowners that have experienced a water leak resulting in above average consumption of water. Once the leak is located and repaired, the homeowner can complete a leak rebate application and submit it to the CVRD for review and calculation.

• Farm Water Consumption Rebate

  All properties in the CVRD with farm status, as classified by BC Assessment, are eligible for a water rebate. Water consumption over the minimum amount will be charged at the first tier rate. Once farm status has been verified the rebate will automatically be applied to all invoices issued within the application year. Applications must be submitted annually to continue to receive the rebate.
