Based on the Fall 2020 consultation survey results, the rising cost of waste collection was a common concern amongst respondents. In the development of the proposed service, the CVRD staff and Electoral Area Directors are committed to working in the best interest of residents to provide good value, convenience and a dependable waste collection service with price stability.
The cost of the proposed service has been estimated at between $200 to $250 per year (or $50 to $64 per quarter) per dwelling, which is within the original cost estimate provided as part of the Fall 2020 consultation. This estimate is based on a robust financial analysis and comparable costs from waste collection services across Vancouver Island, including the CVRD waste collection service for the Royston service area. The exact cost will not be known until the procurement process is complete, if the service is created. However, CVRD is committed to keeping cost below the $250 per year ceiling for the duration of the first contract period of 3 to 5 years.
Proposed Service vs Private Subscription Service
The cost difference between a private subscription service and the cost estimate provided by the CVRD proposed service largely boils down to two key points:
- CVRD’s leverage as a large organization offering up a high value contract is greater than that of an individual homeowner subscribing with a hauler. If any or all three of the proposed service areas are created, the CVRD will have the ability to use that leverage to control costs on the residents’ behalf for the duration of the contract term.
- The proposed service would have a much higher density of participating homes than what the current waste haulers are servicing. This density leads to operational efficiency in delivering the service, and that efficiency leads to lower prices for residents compared to an individual subscription service – even with a small cost from the CVRD to administer the contract or contracts.
