Strategic planning at the CVRD helps to identify the Board of Directors’ goals and align the CVRD’s service delivery with those goals. Using a multiphase approach, the Board establishes certain strategic drivers to guide service delivery. Those drivers are applied to the CVRD’s core services and the Board approves work plans through its financial planning process.

|Indigenous Relations: We are committed to reconciliation and relationship building with Indigenous Peoples and specifically K’ómoks First Nation (KFN).|
The 2021-2025 approved financial plan was constructed by reviewing the CVRD's Core Services and applying the strategic drivers to ensure the Board's interests are determining services delivered. The 2021 Corporate Plan captures this process and outcome.
In September 2021 the Board undertook a strategic planning session to focus its interest on the final year of the current elected officials’ term of office. The session considered the ongoing impacts from the COVID-19 pandemic which continues to influence service delivery, while setting the stage for formulating work plans and assigning resources during the upcoming 2022-2026 budget setting process. The CVRD’s ten elected officials identified eight priority projects that cover planning for sustainable growth in targeted development areas, improving recreation services, growing our agricultural opportunities and protecting the environment, which includes preparing for climate change and community emergencies.
