The Comox Valley Regional Growth Strategy presents a vision statement for sustainable development in the Comox Valley. It’s a “made in the Comox Valley” plan for sustainable growth management that recognizes our unique nature, people and resources.

Among other elements, the Regional Growth Strategy contains population and employment projections and policy statements addressing specific land-use planning issues. It includes eight policy areas, along with goals and objectives intended to reduce urban sprawl, promote sustainability, reduce water consumption and greenhouse gas emissions, divert solid waste and promote active transportation, affordable housing and a resilient economy.

Background

The Comox Valley Regional District (CVRD) adopted its regional growth strategy in 2011 following three years of research, consultation and development. Section 428 of the Local Government Act states that “the purpose of a regional growth strategy is to promote human settlement that is socially, economically and environmentally healthy and that makes efficient use of public facilities and services, land and other resources.”  

To that end, the CVRD's Regional Growth Strategy (RGS) includes eight goals that address Housing, Ecosystems, Natural Areas and Parks, Local Economic Development, Transportation, Infrastructure, Food Systems, Public Health and Safety, and Climate Change.  Each of the eight goal areas include a series of objectives, policies and measurable targets. These targets are monitored and reported on in a published annual report each year, as required by the Local Government Act.

The  lifestyle opportunities and high quality of life offered in the Comox Valley continues to attract people to live here.  The RGS seeks to ensure that growth is managed in order to protect the lifestyle advantages that the area offers.

In 2014 the CVRD approved Bylaw No. 274 RGS Fees and Charges Bylaw which establishes a process and fee structure for amendments to the RGS.

Application to Amend the RGS

The CVRD has received one application to amend the RGS from 3L Developments. That application is currently active, however; the applicant has advised that it wishes the application to be put on hold. The applicant advised that it wishes to take some time to consider its proposal before moving forward with its 2013 application to amend the RGS. The application can be found here.
