Comox Valley Water Treatment Project Procurement Process

A Request for Proposals (RFP) for a Design-Build contractor will be upcoming for the Comox Valley Water Treatment Project. A Request for Qualifications (RFQu) will determine a shortlist of proponent teams prior to the release of the RFP. The timeline for this procurement is contingent upon receipt of grant funding for the project.  

Background

Construction of the new water treatment system is estimated at $110 million. While at least 74 per cent will be paid by reserves and grant funding, the Comox Valley Regional District has been authorized by an Alternative Approval Process (APP) to borrow up to $29 million to pay for the remaining share of costs of the project. The CVRD is actively working with the provincial and federal governments to secure grant funding to offset at least 50 per cent of the total project costs. 

Next Steps

Depending on grant timelines, the RFQu will be released between June and October. While exact timelines are unknown, the release of this request will be timed to minimize the duration between the shortlisting of proponent teams and the release of the RFP.
