Comox Valley Water Treatment Project Procurement Process
A Request for Qualifications (RFQu) was released on August 24th 2018 to identify interested parties and shortlist teams for the Design-Build of the Comox Valley Water Treatment Project. Submissions were due on October 18th 2018 and the evaluation has been completed, with the finalization of a shortlist of three Proponents for the Request for Proposals (RFP) process:
- ABM (a joint venture between Acciona Agua S.A, Bird Construction Group Ltd., and Michels Canada Co.);
- Aecon Water Infrastructure Inc.; and
- Graham Infrastructure LP
The RFP will be released on Nov 29th 2018. Design-Build proposals are scheduled to be submitted in Spring 2019 and the procurement process is scheduled to be complete in July 2019 with the execution of a Design-Build Agreement with the selected Design-Builder. Proposals will be evaluated based on compliance with specifications, lifecycle cost of the proposed design of the facilities, and other qualitative elements including facility operability, community benefits, environmental footprint, and facility aesthetics.
Construction of the new water treatment system is estimated at $110 million. While at least 74 per cent will be paid by reserves and grant funding, the Comox Valley Regional District has been authorized by an Alternative Approval Process (APP) to borrow up to $29 million to pay for the remaining share of costs of the project.
The Comox Valley Regional District (CVRD) is committed to a fair, open and transparent procurement process. The RFQu bid opportunity was posted publically on BC Bid. The RFP process is a closed endeavour: the procurement documents will only be shared with the shortlisted Proponents.
