Comox Valley Water Treatment Project Procurement Process
A Request for Qualifications (RFQu) was released on August 24th 2018 to identify interested parties and shortlist teams for the Design-Build of the Comox Valley Water Treatment Project. Submissions were due on October 18th 2018 and the evaluation was completed with the finalization of a shortlist of three Proponents for the Request for Proposals (RFP) process:
- ABM (a joint venture between Acciona Agua S.A, Bird Construction Group Ltd., and Michels Canada Co.);
- Aecon Water Infrastructure Inc.; and
- Graham Infrastructure LP
The RFP was released on November 29th 2018 and closed in May 2019. Design-Build proposals were submitted by the three pre-qualified Proponents and in July 2019, AECON Water Infrastructure Inc was selected as the Preferred Proponent and a Design-Build Agreement was signed.
Proposals were evaluated based on technical and financial compliance with specifications, and the lifecycle cost of the proposed design of the facilities.
Construction of the new water treatment system is estimated at $126 million. While at least 77 per cent will be paid by reserves and grant funding, the CVRD has been authorized by an Alternative Approval Process (APP) to borrow up to $29 million to pay for the remaining share of costs of the project.
The Comox Valley Regional District (CVRD) is committed to a fair, open and transparent procurement process. The RFQu bid opportunity was posted publicly on BC Bid. The RFP process was a closed endeavour and procurement documents were shared with the shortlisted Proponents. The CVRD engaged a qualified and experienced legal expert to act as an independent fairness monitor to ensure the procurement was conducted with fairness, objectivity, impartiality, clarity, openness and transparency. The fairness monitor provided the CVRD with a report concluding that she was satisfied with the procurement process.
