Indigenous Relations:
We are committed to reconciliation and relationship building with indigenous peoples and specifically K'ómoks First Nations (KFN).
The CVRD has adopted four strategic drivers to help guide its service delivery: fiscal responsibility, responding to the climate crisis, community partnerships and Indigenous relations. Below identifies how CVRD services are responding to the Indigenous Relations driver, reflecting statements made during the 2021-2025 budgeting process.
Arts and Culture Grants
- Indigenous history is shared at some of these museums.
Courtenay Flats Drainage
- Consultation with K’ómoks First Nation, agency and community stakeholders will be undertaken during project planning work to discuss the best way to manage the tide gate system and identify opportunities for partnership.
- Given the proximity of the tide gates to IR#1 and the importance of the area to the KFN, consultation with the KFN will be an important part of project planning.
Feasibility
- Much of the work completed within these services includes consultation with the K’ómoks First Nation.
Heritage Conservation
- We are committed to reconciliation and relationship building with Indigenous Peoples and specifically K’ómoks First Nation.
- These services can be used to support projects related to Indigenous cultural heritage.
LWMP
- Much of the work completed within this service includes consultation with the K’ómoks First Nation.
Parks - Baynes Sound, B and C
- Parks works collaboratively with the K’ómoks First Nation (K’ómoks) on park naming and interpretive signage opportunities.
- Parks has also embraced the K’ómoks cultural heritage permitting process and continues to work alongside K’ómoks on projects of mutual interest.
- Parks can help protect areas of cultural significance to First Nations.
Parks - Denman and Hornby Islands
- Parks can help protect areas of cultural significance to First Nations.
- Upgraded signage to Mount Geoffrey Nature Park will include new First Nations interpretive signage.
Planning, GIS, Bylaw Compliance
- K’ómoks First Nation is a partner on the Coastal Flood Adaptation Strategy.
- Outreach to K’ómoks First Nation and other Nations through the Referral Management Program and on a project by project basis through the regularly scheduled Chief and Council meetings.
Rural Community Grants
- Past rural community grant recipients include non-profit and charitable organizations that have worked with, dialogued, partnered, etc. with local First Nations, most recently in the area of habitat / estuary conservation and education.
Weed Control
- Invasive Service includes annual partnerships and training opportunities to the K’ómoks First Nation and the Saratoga Mosquito program is a result of strong partnerships with the community in the Saratoga area.
CV Emergency Program
- Continue working closely with K’ómoks First Nation on the Community Wildfire Protection Plan and jointemergency preparedness planning.
Emergency Program
- Continue to work with K’ómoks First Nation on regional community wildfire protection and FireSmart initiatives.
CV Tourism Service
- K’ómoks First Nation (K’ómoks) was invited to participate in Elected Officials Forum on Regional Tourism Service and will
- be engaged in visioning process for Visitor Centre.
- VI engages directly with K’ómoks and has indigenous tourism business representation on the TAC.
Exhibition Grounds
- Summer cultural camp partnerships with Wachiay Friendship Centre.
Recreation Complexes
- 2022 cultural camp partnerships with the Wachiay Friendship Centre.
Regional Growth Strategy
- We are committed to reconciliation and relationship building with Indigenous Peoples and specifically K’ómoks First Nation (K’ómoks). In addition to collaboration with K’ómoks and Wachiay Friendship Centre on specific projects, staff is seeking
opportunities to design and implement projects based on the principles of Ownership, Control, Access and Possession, articles in the UN Declaration on the Rights of Indigenous Peoples, as well as respond to the Truth and Reconciliation Commission’s 94 calls to action.

CV Sewerage Services
- In late December 2020 a Community Benefits and Accommodation Agreement was signed between the CVRD and K’ómoks First Nation (K’ómoks) to resolve historical and future impacts of the sewer infrastructure on K’ómoks Indian Reserve No. 1 (IR1), including a commitment to extend sewer service to the K’ómoks development lands in the south.
CV Transit
- The introduction of a new route No. 15 along Back Road will improve transit access to members of K’ómoks First Nation.
BCOB
- Projects are not significantly influenced by this driver; however, staff are keeping the K’ómoks First Nation Chief and Council updated on the new production well projects and other water related initiatives in this service at regular monthly meetings.
CV Water Local Service Areas
- Staff are keeping the K’ómoks First Nation (K’ómoks) Chief and Council updated on relevant initiatives in this service at regular monthly meetings, and are committed to adhering to the K’ómoks Cultural Heritage Policy for all capital project work.
CV Water System
- The CVRD is working closely with the K’ómoks First Nation (K’ómoks) to partner on the conveyance and delivery of water to K’ómoks development lands in the south region.
- As a result of the Mutual Benefit Agreement signed with the K’ómoks in 2018, the K’ómoks now sits as an observer on the Comox Valley Water Committee and all parties are working towards a future voting role on the committee.
Water - Denman Island
- Staff are keeping the K’ómoks First Nation Chief and Council updated on the potential supply of bulk water on Denman Island and other water related initiatives in this service at regular monthly meetings.
Water - Royston
- The CVRD is working closely with KFN to partner on the conveyance and delivery of water to the south region.
Water - Union Bay
- Projects are not significantly influenced by this driver; however, staff are committed to keeping the K’ómoks First Nation Chief and Council updated on any projects of significance within the UB water system at regular monthly meetings.
