Water Conservation Bylaw 129 Amendments
In order to reduce heavy outdoor water use, primarily lawn sprinkling, the Comox Valley Water Conservation Bylaw (formerly Bylaw No. 2867) has been revised and adopted as Comox Valley Water Conservation Bylaw 2010, Bylaw 129. Highlights of the bylaw revisions include:
- Prohibiting the application of water, intended for irrigation, onto to streets, parking lots, sidewalks and driveways.
- Commencing stage 2 restrictions automatically from June 1st to September 30th.
- Streamlining and updating the process for amending, terminating, bringing into effect and giving notice for the various stages of restrictions.
- Enabling restrictions to be determined based on the need to reduce peak water demands and to deal with operational limits.
- Exempting local governments from restrictions in order that valuable landscaping/vegetation assets can be maintained.
Table 1 is provided to further highlight what has and hasn’t changed specifically with lawn sprinkling restrictions:

While the changes to sprinkling restrictions are not significant, when combined with increased bylaw enforcement beginning this year it is felt that they will result in reduced water demands. CVRD staff will be monitoring water demand and compliance with the bylaw throughout the summer and will consider if further amendments are required for next year.
