Public Notice of Alternative Approval Process

Notice to electors within the Comox Valley Regional District regarding bylaw no. 134 being  “Comox Valley Exhibition Grounds Loan Authorization Bylaw No. 134, 2010”

At its June 29, 2010 meeting, the Comox Valley Regional District (CVRD) board of directors proposed to adopt Bylaw No. 134 being “Comox Valley Exhibition Grounds Loan Authorization Bylaw No. 134, 2010” that would enable the CVRD to borrow $1,944,366 over 20 years to perform capital upgrades to the Comox Valley exhibition grounds, which are located at 4839 Headquarters Road, Courtenay, B.C.

In general terms, Bylaw No. 134 authorizes the CVRD to carry out the planning, study, design and construction of works and facilities in connection with the capital improvements / revitalization of the Comox Valley exhibition grounds. Works will include the development of water and electrical infrastructure and site improvements including roadways and green parking and the construction of a multi-purpose hall and agricultural arena with components that will enable:

  • Water and electrical infrastructure connections over the entire area
  • Fire protection services throughout the site
  • Increased revenues from additional recreational and agricultural opportunities
  • Increased marketing opportunities
  • Larger facilities and better site access
  • Green applications to overall site development, where it can be utilized
  • Opportunity for on-site management
  • Economic stimulus to communities through increased tourism from activities and events

Borrowed funds will be paid back by taxation and is equal to approximately $0.0152 per $1000 of assessed value or $4.64 per year for an average house in the Comox Valley, assessed at $305,642 in 2010.

The CVRD may proceed with the adoption of Bylaw No. 134 if less than 4,800 electors (10% of the total number of electors of the proposed service area) in the CVRD sign and submit elector response forms opposing the board’s adoption of the bylaw. Otherwise, if 4,800 or more valid elector responses are received, the board must obtain the assent of the electors by way of referendum before proceeding with the bylaw.

Elector responses must be in the format established by the board of directors. Forms may be obtained from the CVRD (or you can download the form here) and may only be signed by electors of the CVRD including the City of Courtenay, the Town of Comox, the Village of Cumberland, Electoral Area ‘A’, Electoral Area ‘B’ and Electoral Area ‘C’.

The deadline for delivering the original signed elector response forms to the CVRD is 4:30 p.m. on Friday, August 27, 2010. Forms must be received by the deadline in order to be counted.

Copies of Bylaw No. 134 and records relating to the bylaws may be obtained from the CVRD offices at 600 Comox Road, Courtenay, B.C. during regular office hours Monday to Friday (excluding public holidays) from the date of this notice until 4:30 p.m. on August 27, 2010 or see the available links below.
