UPDATEOn July 26, 2016, the CVRD board received the minutes from the public hearing and granted third reading to the proposed bylaw. On July 28, 2016, the Ministry of Transportation and Infrastructure approved the proposed bylaw. The next step in the process is for the CVRD board to consider adoption of the proposed bylaw. That will happen at the board's meeting on August 30th. Only the three electoral area directors vote on zoning amendment applications in the rural areas.
Island Timberlands has made an application to rezone 52 hectares of land, approximately 5km south of Union Bay in order to allow future subdivision of up to eleven 4 hectare residential parcels. The land is currently held in private managed forest and the minimum parcel size for subdivision is 20 hectares. Planning staff has drafted a proposed "density bonus" zone that would allow the subdivision subject to the donation of lands for public park and trail use, implementation of a rainwater management plan to ensure that downstream properties are not negatively impacted, and registration of a third party covenant over Hindoo Creek and its riparian area. The CVRD board has granted two readings to the bylaw. The next step in the process is a public hearing.
