Service Overview

The Comox Valley Homelessness Supports Service Establishment Bylaw No. 389, 2015 provides for the CVRD to fund to one or more non-governmental organization in the Comox Valley. The organizations to receive funding are based on a five year plan that is developed by the Comox Valley Coalition to End Homelessness (the coalition) and approved by the CVRD board. The coalition works with a number of local service providers in a collaborative manner to identify agencies, timelines, costs and deliverables over a five year period and this is wrapped up in their Five Year plan. Agencies involved in this work include the Salvation Army, Comox Valley Transition Society, Comox Valley Recovery Centre, Care-A-Van, Dawn to Dawn, Aids Vancouver Island, Mental Health Services, Lush Valley, Food Action Society, and others.  

Background to the Homelessness Supports Service

The issue of homelessness has been of concern to many agencies, citizens and local governments for a number of years, producing a number of studies, a Mayor’s Task Force, and numerous reports. In 2014 the CVRD held a non-binding vote to measure public opinion on this issue, and when asked, 71 percent of votes indicated their support to pay at least $5.00 on their taxes to support initiatives that would help address homelessness.  This included residents from the City of Courtenay, Village of Cumberland, and the electoral areas of A, B and C.  Residents of Hornby and Denman Island were not included in this vote, and  Comox indicated their intention to pursue other methods to address homelessness in Comox.

In response, the CVRD board of directors, passed a motion to hold a referendum on November 2015.  The results of that referendum can be found at the link below.
