Outlook Land Design Proposed Grades

Report Received by Hornby Island Fire Hall Renewal Select Committee 

The civil engineer (Outlook Land Design) report regarding the proposed access road grades for the Hornby Island Fire Hall project was received and reviewed by the select committee on March 4, 2015. They endorsed the following recommendations that: 

  • staff enter into discussions with the Ministry of Transportation and Infrastructure regarding access to the fire hall as described as option 2 in the civil engineers report dated February 16, 2015, and that staff report back to the select committee regarding this matter; and that
  • an increase in slab elevation as a mechanism to lower the access road grade not be undertaken as it is not affordable for the Hornby Island fire hall project. 

The select committee, Comox Valley Regional District staff and Hornby Fire Rescue believe the current architectural site plan with the access road grades are acceptable as the proposed grades will not affect emergency response. This was concluded based on a thorough review and investigation by Simcic & Uhrich Architects and their consulting team.

There are a range of standards on acceptable slopes for fire apparatus access, from a low of 2% to a maximum of 23%. Snow cover or icy conditions are the most likely factors that may impede movement of fire apparatus up a driveway grade of 7.5%. During periods of inclement weather, Hornby Island Fire Rescue implements the following procedures:

During periods of inclement weather, Hornby Island Fire Rescue implements the following procedures:

  • Installation of chains on fire apparatus during heavy snow events (>5cm).
  • Snow-clearing contractor clears fire hall driveway on a priority basis. 

In addition, fire truck manufacturers were consulted and their responses were favorable considering the current site plan.
