Regional Sewer Strategy

Regional Sewer Master Planning

The Comox Valley Regional District commissioned the preparation of a sewerage master plan which will address future extensions of the existing sewage collection system, trunk sewers and force mains and provide a plan for upgrading and expanding capacity at the Comox Valley water pollution control centre in November 2007.

A  ‘Request for Proposals' was issued and the consulting team of McElhanney and Dayton & Knight were selected to prepare the sewerage master plan.  Wedler Engineering LLP is the project manager for this project.

In April 2008, the CVRD board directed that, subject to available financing, the existing sub-regional sewer master plan be expanded to align with the provincial initiatives for Comox Valley regional water and growth initiatives and include electoral areas A, B and C and the Village of Cumberland.

The sewerage master plan was completed to approximately 95% and then put on hold pending the adoption of the regional growth strategy.

At the November 23, 2010 meeting the CVRD board passed a resolution directing the consultants to finalize the regional sewerage master plan by including the additional work from the member municipality referral comments and by utilizing the McElhanney assumed population projects.

The board of directors also recommended that subject to the CVRD receiving grant funding or other funding, the regional sewerage master plan be updated with the growth projections and core settlement areas from the regional growth strategy through an RFP process following the adoption of the Comox Valley regional growth strategy.

The regional sewerage master plan was received by the committee of the whole on June 14, 2011 (see staff report below). The CVRD board recommended that copies of the regional sewerage master plan be sent to the members municipalities for information and that the sewage commission consider implementation steps of the Comox Valley regional sewerage master plan around the core service areas.
